Times Square right now is not that pituresque scene you often see in post cards.  Under the famed marquees and billboards, you can see the torn-up sidewalks and roadways sealed with caution tape.

It is all part of the part of a three-year, $40 million effort by the city to revitalize the urban space that began in 2012 and is scheduled to be complete December 2016.

Times Square is undergoing a redesign that will reflect its cutting-edge spirit, provide additional public space for pedestrians and events, and transform "the bowtie" into a world-class piazza.

For many tourists you can see it does not bother them at all.
